To use a UI skin:
Create A folder under the Lord of the Rings Online file, and call it UI
Create a folder inside the new UI file called skins
This is where you should download all UI interfaces.( You can download them from websites like www.lotrointerface.com, note that they are ALL player made)

Creating a UI skin of your own
Once you have downloaded and extracted a UI file that works, you must follow these steps
Please remember that if you choose to edit someone else's created work, you should ALWAYS ask permission of the owner who created the file. That is if you choose to publish it.
Make a copy of a predownloaded UI Skin file and rename it
Go into the Skin definition file and open it with Notebook(some other programs may work but this is the editing program i will use for example).
find the line that says something like <SkinName Name=" ..."></SkinName>
it should be near the top of the file.
replace what is in the "" to whatever name you choose to call your UI.
IF YOU DO NOT FOLLOW THIS STEP YOUR UI WILL NOT WORK
it is also extremely important to only edit what is in the quotes
Now go into any of the folders, pull up photoshop(or some other photo editing programs that will accept TGA files, and drag the TGA files into the program.
now that you can edit the image, edit the graphics to however you like
save the picture
Run the LOTRO client(if it is already running you have to close out and restart the game.)
